SUMMARY OF INCIDENT: The Brattleboro Police Department along with the Brattleboro Fire Department conducted an investigation into two arsons that had occurred at the Brattleboro parking garage. These arson’s included two separate trash can fires. Brattleboro Police also responded to several complaints of windows that had been shot-out to vehicles, as well as business windows at the Transportation Center. Further investigation led to the arrest of Powers and a 17-year-old male for these arsons and vandalism. A search warrant was also executed at Power’s residence, which led to an additional charge of possession of marijuana, as well as possession of stolen property. Powers and this 17-year-old male have been charged with Arson in the 3rd Degree X2, Felony Unlawful Mischief, as well as several counts of Misdemeanor Unlawful Mischief. Powers was charged additionally for Possession of Marijuana and Possession of Stolen property. Brattleboro Police are conducting further investigation into this matter and more charges may be forthcoming.

On December 03, 2011 Investigators from the NY State Police notified the Brattleboro Police Department regarding a sexual assault that was reported to have occurred in the Town of Brattleboro.
The initial report indicated a female was held against her will and repeatedly sexually assaulted at a local residence in Brattleboro. Through investigative means, probable cause was developed and an arrest warrant was issued for David E. Piquette (age 44) of Brattleboro.
Piquette was subsequently arrested in Brattleboro without incident on today’s date (12/07/11) at approximately 16:15 hours.
Piquette has been charged with Kidnapping – Sexual Assault or Fear, Aggravated Repeated Sexual Assault, Sexual Assault-no consent, and Domestic Assault.
Piquette is currently being held at the Brattleboro Police Department without bail pending his arraignment tomorrow at Windham Superior Court, Criminal Division.
As this is an active investigation, no further information will be disseminated.

On October 19, 2011 a local resident was arrested on a Fugitive From Justice Warrant. Detectives from the Brattleboro Police Department assisted members of the Humboldt County Sheriff’s Department from Eureka California in locating Robert L. Lee, age 26, of Brattleboro.
Lee was wanted for questioning regarding his involvement in a homicide and robbery case Humboldt County was investigating that occurred in September of 2008 where he was living at the time.
Based on information Lee provided and through other investigative means, probable cause was developed to issue an arrest warrant charging him with the offenses of Murder and Robbery. The arrest warrant was issued from the State of California. Lee was arrested on today’s date, 10/19/11 without incident and brought back to the BPD for processing.
Lee is currently being held at the BPD lock-up on $1,000,000.00 bail pending his arraignment on 10/20/11.

On August 17, 2011 the Brattleboro Police Department initiated an investigation after receiving a report of suspected child abuse.
Through a collaborative investigation conducted by the Brattleboro Police Department, Windham County SIU, and the Department for Children and Families, Natasha Holden, age 36 of Brattleboro, was arrested on October 19, 2011 and charged with 1st Degree Aggravated Domestic Assault, and Cruelty to a Child under 10 by One over 16.
Holden was arraigned on these charges at Windham County Superior Court, Criminal Division on October 20, 2011 and released on conditions.

Incident:At 13:15 Hours, offices from the Brattleboro Police Department assisted by members of the Vermont State Police responded to Marlboro Road for a 911 call of a person with a gunshot wound.
Arriving officers contacted the 44 year old operator of a vehicle and detained the male. Located inside the truck, was a 52 year old female with a gunshot wound to her right leg. Once the scene was secure, Emergency responders from Brattleboro Fire and Rescue Inc entered the area and rendered emergency medical care to the woman. Rescue transported the victim to be transferred via helicopter to Bay State Medical Center for follow-up medical care.
Investigation is in the initial stages and ongoing and no names are being released at this time.
Recovered at the scene was a shotgun.
The investigation into the shooting of 27 September 2011 continues.

SUMMARY OF INCIDENT: On August 20, 2011 while Brattleboro Police were on foot patrol they noticed a male identified as Clinton Rumrill trying to fight another male outside the Rocky Top Tavern. Police intervened but Rumrill refused to stop so he was arrested for disorderly conduct. Rumrill was taken to the police department for processing and then released with a citation to court for a later date and time.

SUMMARY OF INCIDENT: On August 19, 2011 Brattleboro Police took the report of a male who had been assaulted. The victim advised police his friend had accidentally run over a dog. When they contacted the owner to explain to him what had happen he punched the victim in the face. The owner of the dog was identified as Kenneth Felion. Felion turned himself in to police where he was processed and then released with a citation to court on a later date and time.
